The creator has said before that he might come back to Soul Eater to write more,however it has been a few years and he has started a new anime which seems to be taking up most of his time. So yes,Soul Eater is over.

Soul Eater’s anime ended over ten years ago, which was actually before the manga it was based on came to an end. Thus, by the time that the manga came to its conclusion years later, its ending was much different than the one the show had.
